      4. Description of the procurement:
         

         The objective of the contract is to enter into framework agreements for communication services for the Norwegian police.

         The contract shall cover the following 4 main areas:

         1) Media and crisis communication:

         — strategic consultancy for the areas media management and crisis communication,

         — assistance in relation to media consultancy and media management,

         — development and implementation of media training courses,

         — development and implementation of exercises related to crisis communication.

         2) Strategic consultancy service and management communication:

         — strategic consultancy and strategic development,

         — knowledge, target group analyses and survey,

         — strategic design services, as a development of graphical profile,

         — strategic internal communication,

         — management communication and communication in connection with alteration processes.

         3) Campaigns and content production

         — development, implementation and evaluation of campaigns. The tenderer must be able to provide services for all of population focused campaigns by extensive use of channels and policy instruments, for smaller and larger digital focused campaigns,

         — message development and story telling in various channels,

         — text production and lingual works in Bokmål and Nynorsk (2 official Norwegian languages),

         — digital content production, with a special emphasis on using visual measures such as pictures, graphic elements, animation and videos,

         — skills upgrading in strategic and operative use of digital channels and digital content production,

         — graphic design and production of brochures, reports, presentations and other material (printing services not included).

         4) Production of magazines:

         — strategic consultancy for the magazine production area,

         — editorial management,

         — concept and idea development,

         — journalist and photography services,

         — magazine design,

         — reorganising the paper magazine to a digital magazine.

         2 paper publications are planned in 2018. The extent of publishing paper copies of the magazine beyond this is currently not known.
