         Le processus de décentralisation est bien avancé en République du Congo. L"objectif général du projet, dont ce marché fait partie, est d"améliorer les conditions de vie et l"attractivité des villes de Nkayi et Owando. L"assainissement a été choisi comme domaine d"application du renforcement de capacités des autorités locales.

         La Convention de financement comporte 3 objectifs spécifiques:

         • Le premier, objet du présent marché, est le renforcement des collectivités locales.

         • Le second relève des travaux d"assainissement. (Objet d"une Convention avec l"AFD et d"un contrat de subvention avec une OSC).

         • Le troisième, objet du présent marché et de la subvention à l’OSC, est l"amélioration de la gouvernance locale sensible au genre et à la participation des communautés, notamment des femmes.

         Ces 3 objectifs avec ces 3 modalités de mise en œuvre, forment un unique projet nécessitant une coordination des différents acteurs.
