Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning bidder has received the most utility points among all the submitted bids. The winning offer convinced us that, in addition to the experience and proven institutional capacity to manage complex projects and issues related to the mandate (CA1), it has proposed a technical team with clearly defined roles and responsibilities and with the requirements of experience and professional qualification (CA2). Strategic proposal starts from a good analysis of the concrete problems in the basin around water and natural resources in general, with its socio-economic repercussions, including migration (causality-impact analysis). Based on this analysis and in clear connection with Phase 1, they propose their 6 strategic processes duly articulated with cross-cutting issues and the different support and management processes for achieving the expected results (CA3). Your organization proposal is very well presented and complete with a detailed calendar according to the logical framework integrating key moments for the achievement of results and the different management processes. Organizational structure is clear with a detailed organizational chart that shows the distribution of responsibilities and shows the link with partners at different levels and the relationship with management bodies (CA4). Its financial offer with cost structure is complete and quite clear, with financial planning for the entire phase both for the costs for services and for the funds managed and with the best balance between.
Procedures for appeal: The tender proceeds in accordance with Section 3 of the Federal Ordinance on Public Procurement (PPO). There is no right of appeal.
The Contracting Authority reserves the right to award subsequent mandates to the successful bidder of this tender procedure if a change of bidder is not possible for economic or technical reasons, or would cause significant difficulties or incur disproportionate costs for the Contracting Authority.
