        The Royal Danish Embassy, Kenya has entered into a contract in order to ensure proper tracking of the engagements under the Somalia Country Programme 2019–2023 (SCP) and the Peace and Stabilisation Programme – Horn of Africa (PSP-HoA) and their developments, progress and results, both programmes have included funding to contract an external agency to assist in ensuring the necessary quality-assurance of the management of the result frameworks, theory of change and the risks identified and reporting by setting up and running a robust monitoring and reporting system. Furthermore, the selected agent will also assist in improving the communication strategies for the two programmes in order for the Client to engage actively in communicating achievements of the two programmes on a regular basis. The present Assignment aims at supporting the Client with the above-mentioned tasks.

      4. Description of the procurement:

        The Somalia Country Programme 2019–2023 (SCP) was approved by the Danish political authorities late 2018, implementation started January 2019 and a Programme Agreement was signed with Somali Political Authorities in March 2019. The SCP comprises three Thematic Programmes (TP) with 17 Development Engagements (DEs) under individual agreements with partners. The SCP will end in December 2023 but will include additional 10 months for final project reporting. The Peace and Stabilisation Programme – Horn of Africa (PSP-HoA) comprises three Thematic Programmes (TP) with a total of 8 Peace and Stabilisation Engagements (PSEs) under individual agreements with partners. The PSP-HoA will end on 30 June 2022 but will include additional 10 months for final project reporting. Both programmes operate in a political challenging and fluid context.

        It is the responsibility of each partner under each programme to track and report on the progress and results of the implementation of the engagements.

        The responsibility of the Client is to oversee the implementation of all the engagements and the two programmes in their entirety. The Client’s role includes overseeing that progress and results are achieved as agreed in all the agreements, programme and engagement documents as well as the theories of change and to keep track of the risks identified in the programme documentation including the engagement documents. It is also a responsibility of the Client to communicate to the general public in both Somalia and relevant countries in the region and in Denmark what the programmes and the engagements are achieving in terms of impact and what the challenges are.

        In order to ensure proper tracking of the engagements and their developments, progress and results, both programmes have included funding to contract an external agency to assist in ensuring the necessary quality-assurance of the management of the result frameworks, theory of change and the risks identified and reporting by setting up and running a robust monitoring and reporting system. Furthermore, the selected agent will also assist in improving the communication strategies for the two programmes in order for the Client to engage actively in communicating achievements of the two programmes on a regular basis.

        The present Assignment aims at supporting the Client with the above-mentioned tasks. The Assignment is planned to start in Q2 of 2021 and runs until the October 2024 where final project reporting of the SCP is completed. The Assignment will be divided into two phases: Phase 1 will run for 12 months and Phase 2 (optional for the Client) will run for the remaining period until October 2024. Only Phase 1 will be secured for the Consultant by signing the Agreement.

        The Agreement will comprise the two programmes with all their engagements as well as a maximum of two additional engagements if approved under the unallocated funds particularly with regard to the SCP.
