      Reasons for the decision to award: •AC 1: Qualification and experience of nominated team DT Global has a strong team with extensive experience, networks and expertise in Culture in the Horn of Africa countries (Kenya, Ethiopia, and Somalia including Somaliland), and has allocated intervention managers for the different countries. They also have experience in implementing a similar SDC programme for Lot 2. AC 2: Understanding of the project and general approach DT Global explained very well how they would cooperate and coordinate with other programmes. They also defined the risks, constraints and opportunities which lacked from the other tenderers. AC 3: Procedure and project organisation DT Global tailored their approach to each specific country with a good connection between inception phase and implementation phase.

      Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
