      Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: - AC 1: Very good complementarity of consortium partners, including experiences and capacities in policy dialogue, scientific knowledge generation and implementation of demonstration projects. - AC 2: Excellent understanding of the mandate, including a very good description of the challenges and the presentation of a good sustainability strategy and a convincing gender strategy. Very good elaboration of opportunities for collaboration with other SDC projects. - AC 3: Very detailed description of pertinent activities in all three components of the project. - AC 4: The financial offer is very clear and the SOR budget is very detailed.

      Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
