      Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer convinced above all regarding: - The combined experiences of the international and in-country specialists, including their experience in conducting household surveys - Gender and age dynamics between interviewers/enumerators and respondents - Strong understanding of the context and assignment and clear presentation of sampling strategy - Realistic budget.

      Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.

      The contract is concluded subject to the prior approval of credits by the FDFA.
