Call for tender CHAFEA/2017/CP/03 Concerning Framework Contracts in Cascade for the Provision of Surveys on Consumer Issues — Wave 2
The objective of the framework contracts is to provide surveys on consumer related issues targeting consumers and retailers/providers of good and services.
The call consists of the following 3 lots:
— Lot 1: Survey on Consumers — Wave 2, which will look at Consumers" Attitudes Towards Cross-border Trade and Consumer-related Issues,
— Lot 2: Survey on Retailers — Wave 2, which will Look at Retailers/Providers of Services" Attitudes towards Cross-border Trade and Consumer-related Issues, and
— Lot 3: Market Monitoring Survey — Wave 2, which will Assess Consumer Experiences, Opinions and Perceived Conditions in Relation to the most Important Consumer Markets.
The surveys foreseen in the 3 lots defined above should in principle be conducted in all the EU Member States, as well as in Iceland and Norway.
Survey on Consumers" Attitudes towards Cross-border Trade and Consumer-related Issues — Wave 2
All Member States, Iceland and Norway.
The services of Lot 1 will be ordered through a framework contract cascade system (without reopening of competition). The Contracting Authority will establish a ranking of maximum two (2) contractors who achieve the highest scores during the award of the FWCs, by descending order.
The maximum value for this lot of the framework contract is 2 000 000 EUR over a maximum period of 4 years. Specific contracts will be signed for the value and duration indicated in them. The specific contracts shall be signed within the duration of the FWC. The FWC shall continue to apply to specific contracts after its expiry, but tasks shall be executed no later than 6 months from the expiry date.
Survey on Retailers/Providers of Services" Attitudes towards Cross-border Trade and Consumer-related Issues — Wave 2
The services of Lot 2 will be ordered through a framework contract cascade system (without reopening of competition). The Contracting Authority will establish a ranking of maximum two (2) contractors who achieve the highest scores during the award of the FWCs, by descending order.
Market Monitoring Survey — Wave 2
All Member States, Iceland and NORWAY.
The services of Lot 3 will be ordered through a framework contract cascade system (without reopening of competition). The Contracting Authority will establish a ranking of maximum two (2) contractors who achieve the highest scores during the award of the FWCs, by descending order.
The maximum value for this lot of the framework contract is 6 000 000 EUR over a maximum period of 4 years. Specific contracts will be signed for the value and duration indicated in them. The specific contracts shall be signed within the duration of the FWC. The FWC shall continue to apply to specific contracts after its expiry, but tasks shall be executed no later than 6 months from the expiry date.
