Tenders are hereby invited for the following: Development of an Environmental Management Framework. The scope of work will include the following key aspects: - Phase 1. Project inception and workplan; - Phase 2. Status Quo Analysis (SQA) and report; - Phase 3. Desired State and Gap Analysis Report: 1. Evaluation of Alternatives and Scenarios; - Phase 4. Draft and final Environmental Management Framework: 1. Strategy for implementation of the EMF shall be developed; 2. Stakeholder Consultation; - Phase 5. Project Close-Out Report. The following are the desired outcomes of the EMF: (a) Integrate the outcome of the desired state of the environment; (b) Clearly define and address any management objectives which have been established and identified through the development of the desired state of the environment; (c) Maximize the opportunities to the benefit of both environment and development in the area; (d) Make clear recommendations regarding the way that development should occur in a specific geographical area; (e) Provide guidance as to the environmental thresholds to development in a geographical area; (f) Identify development that will not be appropriate in sensitive area and manage the constrains of the area through interventions that seek to protect the environment against significant impacts while being sensitive to the social needs and aspiration in the area; (g) Recommendations for implementation and monitoring; (h) Public-Private Partnership (PPP), in line with the relevant legislative prescripts.
