Whole of Thames Water Region.
Lot 1: Tankering / Flow management and Cleaning services vendor "Pool":
This pool will contain a number of suppliers whom will be invited to bid for pieces of work and combined requirements to drive innovation, efficiencies, project needs and to address capacity issues if and when they arise including special events e.g. Winter events.
All work to fall in Lot 1 will be determined based on a monetary threshold and planned work criteria.
Up to 12 awarded suppliers will be within this pool. The intention is to invite up to 15 candidate suppliers to participate in the ITN.
All providers who qualify and are awarded lots 2, 3 will automatically be awarded to be a supplier within Lot 1.
General:
These framework contracts will be used by Thames Water, Thames Water Alliance members and Thames Water affiliates.
We are not limiting the number of Lots which may be awarded to a supplier.
For the avoidance of doubt this new framework bears no relationship to previous and existing Thames Water contract FA1111 — Lot 1 (inter site tankering), and Lot 4 (Waste removal from site), which remain unchanged.
Any agreement awarded would be for an initial duration of 3 years with option to extend annually up to a maximum of 5 years. Thames Water reserves the right to award the agreement to one supplier.
Tankering / Flow management and Cleaning of sewage treatment works assets operated by TWUL
Lot 2: Tankering / Flow management and Cleaning of sewage treatment works assets operated by TWUL:
Most are located at more than 300 sites in the Thames Water sewerage area. Assets include process tanks, digesters, plant, lines and drainage, and the services in scope also encompass the clearing of spillages and the provision of trained personnel for confined space entry tasks as required. Both planned and reactive cleaning services carried out at the sites are considered under this lot.
Volume and spend information are to be provided in the invitation to negotiate.
Up to 3 suppliers will be awarded the contract under this Lot. The intention is to invite up to 5 candidates to participate in the ITN.

Tankering / Flow management and Cleaning of sewage pumping stations operated by TWUL
Lot 3: Tankering / Flow management and cleaning of sewage pumping stations operated by TWUL:
Including especially the pumping station wet wells. The work in scope includes work carried out both from the outside and involving confined space entry. TWUL"s objective is to implement a proactive cleaning programme, but services under the current lot are sought for both reactive and planned work.
For the avoidance of doubt this new framework bears no relationship to previous & existing Thames Water contract FA1111 — Lot 1 (inter site tankering), and LOT 4 (Waste removal from site), which remain unchanged.
Planned Sewer Cleaning and/or CCTV surveys of sewers across the Thames Water sewerage network area
Lot 4: Planned sewer cleaning* and/or CCTV surveys of sewers across the Thames Water sewerage network area. Only planned packages of work are considered under this lot and will be issued on a tendering basis.
Suppliers that qualify for Lot 4 will not automatically qualify for Lot 1.
* The scope of network sewer cleaning is anticipated to be limited to Thames Water’s South London region (for any pipe diameter), with the option to extend the scope to North London and Thames Valley regions:
(1) At any time for any over 600mm pipe diameter; and
(2) if the current contractor’s contract for those regions is terminated or if the current contractor ceases to have exclusivity in relation to the relevant region, for any pipe diameter of under 600 mm.
This current contract is FA1022, Wastewater Network services agreement.

Thames Water Utilities Limited will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2016 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
