The required -Wireless Access Points are as follows: • The Wireless Access Point 6E (WiFi 6E Access Point) is a network device that utilizes the WiFi 6 standard and operates on the 6 GHz band, • WiFi 6: This is the latest wireless networking standard that offers increased speeds, improved efficiency, and better handling of multiple devices compared to previous WiFi versions, • 6 GHz Band: This is a new, uncongested band in the WiFi spectrum that provides more channels and wider bandwidth. Traditional WiFi Access Points operate on the 2.4 GHz and 5 GHz bands, which can get crowded with many devices connected. Benefits of WiFi 6E Access Points: • Faster Speeds: The 6 GHz band allows for significantly faster data transfer rates compared to the older bands, • Reduced Congestion: With more channels available, WiFi 6E can handle a higher number of devices without experiencing slowdowns due to congestion, • Lower Latency: Latency refers to the delay in data transmission. WiFi 6E offers lower latency, which is beneficial for real-time applications like gaming and video conferencing, • Support for Emerging Technologies: The increased capacity and speed of WiFi 6E paves the way for future high-bandwidth applications like virtual reality (VR) and augmented reality (AR). Re-Advertisement: Stellenbosch Municipality hereby invites tenders for the following: provision of debtor management software and administrative support to Stellenbosch Municipality, for a contract period ending 30 June 2027. Scope of Work: The Municipality intends engaging the services of a Service Provider to provide a credit control support services and debt collection system/management: Credit control & debt collection system and management: a) The Bidder shall provide the credit control system and management in accordance with the operating methods and credit control policy of the municipality as amended from time to time; b) The successful bidder must provide an integrated computer system to manage the credit control and debt collections processes. The municipality’s financial system is SolveM and the successful bidder must provide evidence of an appropriate electronic interface to maintain the debt collection process and enable online reporting, live updates to SolveM and access to different features; c) The debt management system must also facilitate a debt recovery diary and workflow; d) The bidder must, at their own cost, consult with the SolveM Account/Project Manager for Stellenbosch Municipality to enable complete integration of its computer system with SolveM; e) The bidder must supply an automated credit control and debt management system which will manage and control various administrative functions and procedures in respect of all outstanding debt including but not limited to issue, manage, maintain, and ensure the following: (i) First Notices, Reminders and Final Demands; (ii) Cut-off and remedial action lists and reports; (iii) Pre-legal collections and processes; (iv) Tracing of debtors and verification of their information; (v) Listing and de-listing of debtors; (vi) Arrangements to pay arrears in installments, including ability to exclude such arrangements from the normal credit control and debt collection work stream; (vii) Legal collection, procedures and administration, including but not limited to S129 Letters of Demand, summonses, sales and execution, default judgments, pleadings, judgment of an attorney, when applicable; (viii) Successful management of debt and reporting, including Provincial and National Government reporting requirements; (ix) Password control and access management; (x) Query and maintenance management; (xi) Legal Advice and legal assistance in Council’s Policies and Bylaws; (xii) Debt recovery Diary and Workflow Management; (xiii) Indigent Register management; f) Bidders must have an in-depth knowledge and understanding of all the regulatory and legislative requirements governing financial management in a local government environment. Objectives: - Provide convenience to the customer by providing 24 hours access to various pay points and increase points at which payments can be affected, thereby improving service to our customers; - To reduce and/or contain the overall per transaction costs relating to payments accepted from merchants for payment of Municipal Services; - Reduce and/or contain the amount of time needed to administer the cash receipts effected via the various pay points whilst maintaining strong internal controls; - Improve and/or enhance the time it takes for transmitted data to reflect in the billing account which will enhance reporting on data; - Reduce the amount of time needed to reconcile the bank account, debtor’s ledger as well as individual customer’s accounts.
